Allow system removal without needing to restore archived processes.

Currently, a system cannot be removed if it is associated with any processes, including archived ones. Since archived processes cannot be edited directly, the only available method is to restore the process, remove or update the system association, and then re-archive it.

Could we look at allowing system removal without needing to restore archived processes.
