Force checklist element sequence

It is essential for some processes to be executed in the defined order. Checklist now allows to tick items in any order. The idea is to intorduce a checklist module setting to force checklist item sequence.

I see it as a System setting, and part of license so it can be sold separately. Thus customers who require for industry regulations,certification, or alike can purchase the option.
